an opportunity for a general review of the leave
and passage regulations in Hong Kong, when the
question which you raised in your letter of the 20th
May, 1933 will be further considered.

I am to add that the Secretary of State
has informed the Governor of Hong Kong that, not-
withstanding this decision, he would raise no
objection to the grant of first class passages as
a special concession and without prejudice to the
future application to them of whatever regulations
may eventually be decided upon to any of the officers
who are affected by the recent change in the rules
regarding passages if any of them come on leave before
the completion of the general review which will follow
the presentation of the report of the above mentioned
Committee. The Assistant Government Analysts are
among the officers so ffected. J
